As the world sitting volleyball community anticipates the Paris 2024 Paralympic Games, a dedicated team of International Technical Officials (ITOs) is preparing to ensure the event runs smoothly and upholds the highest standards of fairness and integrity.

This is the first of a three-part series about the sitting volleyball ITOs for Paris 2024. Led by Technical Delegate Glenn Stewart from Australia, this team brings together a wealth of experience and passion for Para sports.

Here, we spotlight five key members of Team WPV (World ParaVolley) who will play important roles at the Paris 2024 sitting volleyball competition.

Glenn Stewart brings his expertise to his role as the Technical Delegate for Paris 2024. His career in Para sport includes serving as the Assistant Coach and Manager of the Australian men’s team at the Sydney 2000 Paralympic Games and the Technical Delegate for Paris 2024.

Paralympic Games
Glenn served as the Assistant Coach and Manager of the Australian men’s team at the Sydney 2000 Paralympic Games and will be the Technical Delegate for Paris 2024.

Other Major Events
Glenn’s experience extends to significant roles as the Technical Delegate at the 2023 World Cup Sitting Volleyball in Cairo, the 2023 ParaVolley Asian Zone Championships in Astana, and the 2019 ParaVolley Asia Oceania Zone Championships in Bangkok. He was also the Assistant Technical Delegate at the 2022 Asia Para Games in Hangzhou and the Technical Delegate at the 2018 World Championships Sitting Volleyball in the Netherlands and the 2018 Sitting Volleyball World Championships Final Qualifier in Jeju. Additionally, Glenn served as Equipment Manager at the 2018 Invictus Games in Sydney and as a Jury Member at the 2017 World Super 6 Men and Women in Hangzhou.


Lori Okimura’s experience spans several decades that is marked by her commitment to promoting integrity, and a safe and fair competition. As the Assistant Technical Delegate and Safeguarding Officer for Paris 2024, she will oversee the integrity of the matches and ensure a safe environment for all participants.

Paralympic Games
Lori served as a Jury member at the Tokyo 2020 Paralympic Games. In her upcoming role as ATD/Safeguarding Officer for Paris 2024, Lori will ensure that all safeguarding measures are in place to protect athletes, officials, and participants.

Olympic Games
Lori was the Federation President of the United States at the Rio 2016 Olympic Games. Between 1992 and 2008, she held various roles as an International Technical Official (ITO), supplier, or sponsor at multiple Olympic Games, contributing significantly to their success.

Other Major Events
Lori’s extensive experience includes serving as the Sport Director, ATD and Safeguarding Officer at the Sitting Volleyball World Championship in Sarajevo and as a Jury member at the Intercontinental Qualifier in Anji. She also acted as the Media Delegate at the ParaPan Games in Lima and the WPV Women’s Final Qualifier in Halifax. From 2004 to 2020, Lori was the Technical Delegate for the FIVB Beach Volleyball World Tour. Additionally, she served as a Technical Official at the FINA Water Polo World Championship in Long Beach, and as USA’s Federation President at the FIVB World Cup and FIVB Women’s World Championship in Tokyo.


Phil brings a depth of experience in Para sports, particularly in sitting volleyball, making him an invaluable asset as a Jury Member for Paris 2024. His career reflects a consistent dedication to the Paralympic movement and the advancement of sitting volleyball.

Paralympic Games
Phil served as a Jury member at the Rio 2016 Paralympic Games, where he played a key role in maintaining the standards and fairness of the competitions. He also held administrative positions as Team Canada Admin Officer at the Vancouver 2010, Beijing 2008, and Torino 2006 Paralympic Games.

Other Major Events
Phil’s contributions span numerous significant events. He served as a Jury member at the Brazil Sitting Volleyball Invitational in Sao Paulo and the 2015 Parapan American Games in Toronto. As the Technical Delegate for the 2013 PVPA Zonal Championships in Edmond, Oklahoma, Phil oversaw technical aspects and ensured compliance with standards. He was also the Assistant Technical Delegate at the 2016 World ParaVolley Intercontinental in Anji, and served as both Jury Member and Media Delegate at the 2017 PVPA Zonal Championships in Montreal. Phil facilitated communication and media coverage as the Media Delegate at the 2018 WPV World Championships Final Qualifier in Jeju, South Korea, and maintained competition standards as a Jury member at the 2019 Parapan American Games in Lima and the 2024 WPV Paris 2024 Final Qualifier in Dali.


With an illustrious career in officiating, Joseph Campbell’s experience as a Jury member will be crucial for the smooth execution of the sitting volleyball competition of the Paris 2024 Games. His extensive background in both Paralympic and Olympic Games underscores his expertise.

Paralympic Games
Joe served as the Head of Jury at the Tokyo 2020 Paralympic Games, ensuring the highest standards of fairness and integrity. He was also a Jury member at the Rio 2016 Games and served as a referee at the London 2012, Beijing 2008, Athens 2004, Sydney 2000, Atlanta 1996, and Barcelona 1992 Paralympic Games.

Olympic Games
At the Atlanta 1996 Olympic Games, Joe served as a Scorer/Timer.

Other Major Events
Joe has held significant roles at various major events, including serving as Assistant Technical Delegate at the Pan America Youth Para Games in Bogota and Edmonton, and as Head of Jury at the WPV World Championships in Sarajevo. He was the Technical Delegate at the Women’s Last Chance Qualification in Halifax and the ParaPan America Games in Lima. Joe also served as a Jury member at the World Championships in the Netherlands and as Technical Delegate at the Parapan America Games in Toronto. His involvement at the Pan America Youth Para Games in Sao Paulo and the World Championships in Edmonds as Assistant Technical Delegate further highlights his extensive experience.


Irene’s dedication to Para sport and sitting volleyball has made her a respected figure in the international community. Her role as a Jury Member for Paris 2024 continues her long-standing commitment to excellence as an ITO.

Paralympic Games
Irene served as a Jury member at the Rio 2016 Paralympic Games.

Other Major Events
Irene’s extensive experience includes serving as an International Referee at the 2007 Women Sitting Volleyball Championship in Shanghai and as ATD at the 5th ASEN Para Games in Kuala Lumpur in 2009. She was an International Referee at the 2010 World Sitting Volleyball Championships in Oklahoma and a Jury Member at the 1st Asian Para Games in Guangzhou in 2010. Irene also served as Technical Delegate at the 2011 6th ASEAN Para Games in Solo and as a Jury Member at the 2012 World Sitting Volleyball Intercontinental Cup in Cairo. She was ATD at the 2013 Asian Youth Para Games in Malaysia and a Jury Member at the 2014 Sitting Volleyball World Championships in Poland. Irene continued her role as a Jury Member at the 2023 World Cup in Cairo.
